The Chief Human Resources Officer and Vice President of Human Resources serves as a member of the Bryan Health senior leadership team, with management responsibilities for human resources, education and benefits. This position provides information for evaluation and revision of regulations, policies and procedures, performance standards; prepares statistical and other special reports which accurately reflect efficient utilization of people, finances and resources. Directly responsible for employee relations, recruitment and compensation programs of system entities including strategies, structures, processes, and other necessary aspects; provides information for evaluation and revision of regulations, policies and procedures, performance standards. Responsible for promoting effective communication, between and within the Health System; assessing the needs of current and new services or other appropriate technologies; formulating plans for development; and recommending programs.
PRINCIPAL JOB FUNCTIONS:

1. Provides Human Resources consultation to all entities of the Bryan Health System.
2. *Oversees the provision of a broad array of employee benefits to assure market competitiveness; assures benefits are properly documented and maintained in compliance with all applicable regulations and communicated effectively to staff to assure perceived value.
3. *Responsible for senior leadership oversight of the Education and Organization Development Department, Benefits Department and Human Resources Department.
4. *Provides consultation to all System subsidiaries in all areas of Human Resources management.
5. *Represents Bryan Health in internal and external committees and boards as requested by the
President and CEO of Bryan Health.
6. Coordinates executive compensation and serves as staff to the Compensation Committee of the Bryan Health Board of Trustees.
7. *Formulates goals and objectives, plans and programs for the Human Resources functions to include appropriate budgets, and integrates them into the overall Health System goals and objectives, plans and programs.
8. *Ensures authorized plans and programs of the Human Resources area are properly executed and an effective feedback process is utilized; regularly communicates the results of the feedback process.
9. *Ensures each assigned department maintains and uses a plan of organization which suits the goals and objectives in particular problem areas of the department and authorizes internal additions, eliminations, or alterations in these plans.
10. *Provides for optimum utilization of directors and managers in the departments assigned; ensures departments are staffed with competent people, given delegated authority, compensated commensurate with their responsibilities and provided continual development opportunities.
11. Assists in maintaining appropriate salary and wage structures within all Health System entities; assures proper controls are utilized in sustaining the wage and salary structure.
12. Ensures assigned areas evaluate the need for and effectiveness of proposed functional policies; recommends appropriate action on the establishment of those policies.
13. *Ensures the authorized budgetary procedure is properly used in the departments assigned; recommends and evaluates the compliance of Human Resources areas to budgets and fiscal controls; assists in preparing and presenting operational budgets.
14. *Coordinates and provides support and guidance to the Human Resources areas and activities of the departmental directors and managers, securing their advice in formulating objectives, plans, and programs which affect their operations.
15. *Promotes effective communication between departments within Human Resources and their personnel.
16. *Responsible for objective interpretation and communication of Health System Human Resources policies and procedures to appropriate entity leaders, department directors, supervisors and employees.
17. *Responsible for assuring organizational compliance with applicable local, state, and federal laws and regulations including EEO, Fair Labor Standards Act, Unemployment Compensation, Worker's Compensation, etc; appropriately advises and counsels all management on the relative effects of these laws and regulations.
EDUCATION AND EXPERIENCE:
Masters Degree or J.D. from an accredited college or university is required. Senior Professional of Human Resrouces (SPHR) preferred.
Minimum of ten (10) years management experience in Human Resources including responsibility for recruitment, job evaluation, compensation administration, i.e., pay and benefits, employee/labor relations, education and staff development, worker's compensation and safety required. Experience within a healthcare system preferred.
