Our client's company is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing. The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day. The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico. Job Summary: The Process Safety Director is a member of the Corporate HSE Team and will lead the client's corporate oversight and implementation of business unit process safety programs. This role is responsible for ensuring compliance with applicable regulations, and effective application of process safety-related programs, developing innovative solutions for evolving standards, establishing and fostering a healthy and effective process safety culture, and managing risks. This role provides technical expertise and support for the implementation and execution of process safety requirements. Will assist with developing and implementing company policies and programs, commenting on proposed rules and legislation, developing compliance programs for new regulations, and assisting with the overall improvement of company-wide process safety performance. Description and Responsibilities: Responsible and accountable for developing process safety and mechanical integrity standards/programs for refineries, terminals, and other facilities as appropriate. Work cooperatively with operations management and facility process safety staff for the identified business operations to provide guidance and assistance in meeting compliance responsibilities. Develop and track appropriate Process Safety KPIs. Identify and oversee compliance with OSHA and EPA process safety requirements. Inform and advise Senior Management regarding compliance status and issues, potential risks and liabilities, future impacts from new laws and rules, recommended actions and risk management strategy. Track, interpret and evaluate proposed and final regulations and agency enforcement priorities to assist in developing compliance strategies and programs/budgets. Identify, track and inform the company of significant process safety-related events at other facilities and provide recommendations to assess and take actions to prevent similar incidents. Participate in industry process safety initiatives/programs and with trade associations to identify industry trends and best practices, shape regulatory efforts and enhance industry process safety performance. Participate in and lead PHAs, LOPAs and other risk identification/mitigation efforts. Participate in due diligence for acquisitions/divestitures. Develop annual operating and capital budgets for PSM compliance. Conduct periodic reviews and participate in compliance audits. Participate in incident investigation teams for major/significant incidents. Provide additional assistance to the VP of Environmental Health & Safety as requested. Requirements: B.S. in Chemical or Mechanical Engineering (Masters in Engineering preferred). Specialized training in process safety management and mechanical integrity. Working knowledge of OSHA PSM and EPA RMP standards. Experience leading PHAs, LOPAs or other risk identification/mitigation efforts. Participation in Center for Chemical Process Safety. Minimum 15 years of experience in progressively responsible positions, with a minimum of 5 years in similar PSM/MI programs. Experience must be in the refining, petrochemical or chemical industry.
